# WhatsApp service message pricing 2026 | Kemeny Studio

> From October 1, 2026 Meta bills the free-form replies sent inside WhatsApp's 24-hour customer service window, at each market's utility rate with no volume discount, after 1,000 free service messages per phone number per month. Utility templates inside an open window are billed from the same date. Inbound stays free.

Service messages (free-form replies inside the 24-hour customer service window) have been free since November 2024 and carry the status-webhook pricing type free_customer_service. From October 1, 2026 the same message bills as regular, at the recipient market's utility rate, with NO volume tiers (utility and authentication templates do get tiers; service does not), after 1,000 free service messages per business phone number per month. Meta published the October 1, 2026 USD card on September 1, 2026. Service matches utility: Mexico $0.0085, Colombia $0.0008, Argentina $0.026, Brazil $0.0068, Chile $0.02, Peru $0.03, Spain $0.02, United States (North America) $0.0034. Applies only to the WhatsApp Business Platform (API), not the free WhatsApp or WhatsApp Business apps.

Marketing rates for major LatAm markets (USD per delivered message, copied from Meta's official USD rate card effective October 1, 2026). Marketing templates have always been billable; October 1 does not create marketing billing, it only changes some market rates. On this card Mexico marketing rises from $0.0305 to $0.0397. Colombia, Argentina, Brazil, Chile and Peru marketing rates are unchanged from the July card and are listed because this card is effective October 1. Service is the new billable category after the free tier. Spain and the United States are not LatAm and stay on the service/utility list only. If Meta's card disagrees later, Meta's card wins. Still free after October 1: inbound messages at any volume; the first 1,000 service messages per phone number per month; click-to-WhatsApp ad conversations (pricing type free_entry_point, 72-hour window); failed or undelivered messages, because Meta bills on delivery.

Resolved September 1, 2026: Meta's own pricing page now states utility templates delivered inside an open customer service window will be charged from October 1, 2026. That exemption, in force since July 2025, ends the same day. Quote: "Effective October 1, 2026 - Meta will charge for utility messages sent in an open 24-hour customer service window, as announced July 1, 2026." A payment method must be on file by September 30, 2026 or Meta stops delivering service messages.

Other October 1 card changes: Bangladesh, Iraq, Nepal, Sri Lanka become standalone with lower utility/authentication plus a new authentication-international rate; Kazakhstan, Kuwait, Morocco, Oman, Ukraine become standalone with higher utility/authentication plus authentication-international. Utility/authentication also increase in Pakistan, Peru, South Africa. Marketing increases in Kuwait, Mexico, Morocco, Saudi Arabia, UAE, Rest of Middle East, Rest of Asia Pacific.

Sizing your exposure: count from status webhooks, not send logs. Take one calendar billing month of outbound messages (not a trailing 30-day window), keep those with pricing type free_customer_service, then split by category (service vs utility). Count distinct message IDs (one message emits several statuses and Meta redelivers webhooks). For service, apply the 1,000 free monthly allowance per phone number in delivery order, then bucket what remains by the recipient's country and multiply by that market's utility rate. In-window utility templates do not share the allowance; they bill with volume tiers. In the pricing object, type says how a message was charged (regular / free_customer_service / free_entry_point); category says what it is (service vs utility); billable is a deprecated legacy boolean.

Cost levers, largest first: fewer turns per conversation (WhatsApp Flows replace field-by-field collection), fewer messages per turn (stop splitting one reply into greeting + answer + follow-up), and keeping transactional templates strictly transactional so Meta does not reclassify utility to marketing. Separately, Meta began billing its own Business Agent by token on August 1, 2026, bundling AI processing and message delivery into one rate.

Perspective: per conversation the change is cents against dollars already spent on model usage or human time, so no single conversation gets meaningfully more expensive. Volume is what makes it a budget line. Spanish: https://kemenystudio.com/es/precio-mensajes-servicio-whatsapp
