Hire in-house when AI is the product you sell and you can wait two quarters to staff two senior people. Use a big consultancy when the board needs political cover more than a shipped system. Use a specialist software factory when you need one owned workflow in production in weeks, on your data. The expensive mistake is mismatching the route, not the route itself.

When is a consultancy better than an AI agency?
When the buyer is a board or a regulator, and the deliverable is alignment, process, and a brand they already trust. That is a real job. It is a bad job if what you needed was one agent running on your invoices. Pay for cover when you need cover; do not pay for cover when you need software.
How long does it take to hire an in-house AI team?
Plan on two quarters before two senior people are productive, then budget for the risk that one of them leaves. That is why in-house is the right call for a core product and the wrong call for a single back-office workflow.
Do I own the code if I hire an AI agency or factory?
Only if the contract says so before anyone writes a line. Ask for source, prompts, and data in the statement of work. A subscription stops the day you stop paying. A factory that will not write ownership down is selling access, not a system.
Is an AI factory cheaper than an in-house team?
Not always. In-house is cheaper over years if AI is the product and the people stay. A factory is cheaper when you need one workflow shipped once, with a flat operation instead of two salaries. Run the arithmetic on your volume; the cost hub does that without inventing a Kemeny quote.
